Vidhātā विधाता
He sustains the universe by law of karma. The previous nāma said that He is the supporter and this nāma explains how He supports the universe. The ‘Law of Karma’ is the law of the Lord, by which the universe is administered. Every action of a man unfolds as resultant factors of his past thoughts and deeds. All thoughts and actions are stored as karma and manifests when the time is ripe for a particular karma to manifest. Evil thoughts are more dangerous than evil actions, as evil thoughts get embedded in the subconscious mind that also transmigrates along with the soul.
Who has Garuda for His vehicle, who supports even the liberated ones.
“One who generates the fruits of Karmas of all Jivas for them to enjoy.” The Brahma Sutra (3.2.28) “Phalmatahupapatteh” speaks of the Lord’s function as the bestower of the fruits of all actions of the jivas.
dāsa bhūta midaṁ tasya jagat sthāvara jangamam
śhrīmannārāyaṇa swāmī jagatān prabhurīśhwaraḥ
(Padma Puran – v40)
“God is the Master of the entire creation; all moving and non-moving beings are his servants.” Material consciousness is characterized by the following manner of thoughts, “I am the proprietor of all that I possess. It is all meant for my enjoyment. I have the right to enhance my possessions and maximize my enjoyment.” The reverse of this is Spiritual consciousness, which is characterized by thoughts such as, “God is the owner and enjoyer of this entire world. I am merely his selfless servant. I must use all that I have in the service of God.” Accordingly, Shree Krishna instructs Arjun not to think of himself as the enjoyer of the fruits of his actions.
THEORY OF REINCARNATION
Our age old Sanatana Dharma has a number of unique or distinctive features like Theory of karma, Varnashrama System, Ashram dharma, Theory of reincarnation and Divine Incarnations. Our religious/holy texts further assert that man is born again and again so as to experience the consequence of his good and bad actions and lays a great stress on cause and effect connection. However, In other countries or believers of Agnostic Dharma may not believe in the theory that man is borne again to exhaust his karma, but they believe only in one birth and say that god awards a man hell or heaven /paradise accrding to good (Punya) or evil (Pap) he has done in one single birth.

44. Om Vidhatraiy Namah
Vidhaataa -The One who is the Dispenser of all ‘fruits-of-actions’. In the Karma-kaanda portion of the Vedas, Eesvara is described as the Dispenser of fruit (Karma- phala-daataaEesvarah). He is the Lord who is behind this universe of scientific truths and rhythm. He is the One who has not only ordered the laws of the nature, but he is the one afraid of whom, the phenomena dare not disobey his laws anywhere at any time. The light of the sun, the heart is the fire, the sweetness in the sugar, the pains in the sin and the joy s in goodness, are all their ‘nature’ and none dare ever disobey these laws. The one who is thus the unquestionable law behind the entire universe of laws is Vidhaata.

The giver of the fruits of action.
The laws that make any action possible as well as the result of any action possible, is Vidhātā .
He is the karmaṇāmkartā, one who induces actions, tatphalānācakartā, and also the giver of the fruits of action. Somebody who has paralysis of the left arm knows the difficulty involved in the simple action of raising the arm. For this action there are physiological laws and physical laws that operate, which are the order that is Isvara. For the success of any venture, the kind of people involved, their dispositions, the level of planning, the effort taken are just some of the variables that determine the success of the venture. According to the karma and sankalpa, He gives the appropriate amount of result at the appropriate time.
VIDHĀTĀ – who creates all actions and results of those actions, appoints, establishes, ordains, orders, arranges (and so on) the activities of all beings – sentient (animate) and insentient (inanimate) or simply “He who generates kármas and their fruits“.
OR,
He who is the “first-creator” (as ParāsaraBattar sees this name) – he who is the creator of, or the father of the ‘second-creator’ i.e.Brahmā. Therefore he who is the DHĀTĀ (the previous name) is also the VIDHĀTĀ – the firm foundational basis for all beings is also the great organizer and controller of everything and the dispenser of the ‘fruits’ of those actions.
INTERESTINGLY, ONE OF THE NAMES OF VIṢHṆU WE WILL ENCOUNTER LATER IS PITĀMAHA – THE GRAND FATHER – IF BRAHMĀ AS THE “SECONDARY-CREATOR” IS THE FATHER THEN THE SUPREME BEING HAS TO BE THE PITĀMAHA.
On this particular name, Śaṅkara’s interpretation seems more appropriate as it flows more logically from the previous name DHĀTĀ – that he who is the foundational basis for everything in the universe is also the controller/moderator of all action and the fruits of those actions.
In the Bhagavad-gītā, the supreme being embodied as Kṛṣṇa, goes so far as to say that ‘He’ can never ever rest or stop performing or directing action, because if he stops everything stops…
उत्सीदेयुरिमेलोकानकुर्यांकर्मचेदहम् |
सङ्करस्यचकर्तास्यामुपहन्यामिमा: प्रजा: || 3-24||
utsīdeyurimelokānakuryāṁ karma chedaham
sankarasya cha kartāsyāmupahanyāmimāḥprajāḥ
I have to keep discharging my “Karma” (interpreted here as ‘his’ prescribed duties), because the moment I stop everything will stop and the entire Universe will collapse into pandemonium and destruction…
When even the Supreme being can’t stop working and performing action, what excuse do we have?

Time and place are involved in disbursing the results of our actions, that is, the place where the individual will enjoy the result. There was a 68 year old sadhu who wanted to die in Rishikesh and was living there for the past 40 years.
He got called for some legal formalities related to some property in Hyderabad and had a massive heart attack and passed away in Hyderabad. Any guarantees where the results of the karma frutify. No? The person may enjoy the results of his actions in India, he may enjoy it in Heaven; we do not know. So where and when the fruit will be enjoyed has to be determined. All this is the law of karma. As the law of karma, He becomes Vidhātā.

He is vicitrasyajagataḥdhātā, the sustainer of this world of many and varied things through the various laws and hence the Vidhātā.
